The Missouri Public Water Council is a standing committee of MPUA members who own or operate drinking water and/or wastewater systems for their citizens. The mission of the MPWC is to take action on legislative and regulatory related matters on behalf of the group or an individual member. The MPWC servces a a conduit for information between members; the Missouri Department of Natural Resources (DNR) and the US Environmental Protection Agency (USEPA). The MPWC staff represent members' concerns at various Commission and stakeholder meetings. By pooling information and resources, no utility has to stand alone, or stand out, when issues are before the DNR or the Legislature. Membership is open to any municipal utility.
The MPWC, in coordination with MPUA, upgraded its staff and consulting services in 2006. MPUA has senior-level staff to serve our members' needs. We will:
* Be an intermediary for members so they do not have to negotiate with regulatory agencies on their own.
* Be pro-active on issues by regularly meeting with the top DNR staff, including the Director, to discuss key
member concerns.
* Synthesize reams of information and brief members regarding pertinent issues through newsletter articles,
personal visits, listserv, and the Alliance's communications tools.
* Assist members in completion of compliance documents, funding applications, and technical presentations.
* Be an advocate for members in front of regulatory agencies, legislature, and local officials.
* Represent the MPWC at the Clean Water Commission, the Safe Drinking Water Commission, and at key DNR
stakeholder advisory groups.
* Build coalitions among communities so they do not become left out of the regulatory/legislative process.
* Gather comments/input from members on areas of concern.
