Implications Of Greater Reliance On Natural Gas for Electricity Generation 

This report—Implications of Greater Reliance on Natural Gas for Electricity Generation—examines the
impacts on natural gas and deliveries to electric utilities should rules limiting utility emissions of carbon
or other pollutants result in a shift away from coal towards using more natural gas to generate
electricity. It was commissioned by the American Public Power Association (APPA), with financial
support from the Utility Air Regulatory Group (UARG) and other electric utilities. 

 

Analysis of the Electricity Price Impacts of Alternative Carbon Emission Cap-and-Trade Programs in the Midwest

Missouri Joint Municipal Electric Utility Commission, Indiana Municipal Power Agency, Madison Gas and Electric Company, Missouri River Energy Services, Southern Minnesota Municipal Power Agency, and WPPI Energy (hereinafter “the Midwest Consumer Utilities”) sought estimates of the electricity cost and rate impacts of various means of allocating or auctioning greenhouse gas (GHG) emissions allowances under a cap-and-trade system. The quantification methodology consequently developed in this study allows the Midwest Consumer Utilities to project the potential rate impact of various legislative approaches on their customers, including business and industry, with implications for the economies in their respective states.
