How Does OSHA Apply

Regulations of the Occupational Safety and Health Administration (OSHA) have become the standard for safe working practice in U.S. business and industry. Although federal OSHA does not currently apply to local governments, federal OSHA reform may eliminate the current governmental exemption.

MAMU's Compliance Manuals

MAMU works closely with other state associations. These manuals, developed by the Iowa State Association, represent one of the benefits of that cooperation.

Each manual includes the following sections. First, there's a summary of intent and applicability of the OSHA standard. This is followed by a model plan in a fill-in-the-blank format. An overview section helps in adopting and implementing the plan, with checklists and tips describing: (1) the bottom line, what the employer must do; (2) what you should do for a successful program; and (3) what you can do if time and resources are committed to an exceptional program.

A set of forms helps meet record keeping requirements. In all, the six manuals contain some 20 customer forms as well as forms required by OSHA. Finally, each has an appendix section with training guidelines, supplementary publications, and the full text of the OSHA regulation.

Manuals Currently Available

The following compliance manuals are currently available for your inspection:

  1. Hazard Communication. The purpose of this OSHA standard is to ensure employees are informed of potential hazards from chemicals produced or used in the work place (29 CFR 1910.1200 and the laboratory standards of 1910.1450). The manual also covers the Emergency Planning and Community Right-to-Know provisions of Title III of the Superfund Amendments and Reauthorization Act of 1986 (SARA), including chemical reporting requirements.
  2. Respiratory Protection. This standard is intended to prevent contamination of the atmosphere by harmful dust, fumes, gases, smoke, etc., and to ensure use of appropriate respirators when contamination cannot be controlled by engineering measures. The manual covers: hazard assessment; training; fit testing; inspection, cleaning, maintenance and storage; medical approval; work area surveillance; air quality standards; and approved respirators.   3. Bloodborne Disease Exposure Control. Bloodborne pathogen regulations are intended to minimize or eliminate potential employee exposure to blood and body fluids, such as potential exposure in the course of providing first aid. The manual describes universal precautions, training, medical requirements, and record keeping. (1910.1030)
  4. Hazardous Energy Control (Lockout-Tagout). This standard is intended to protect employees from hazardous energy sources while servicing equipment. The manual includes procedures, training, hardware, record keeping, and the exchange of information with outside employers. (1910.147)
  5. Permit Required Confined Spaces. OSHA's confined spaces rules are intended to protect employees in spaces which have limited means for entry or exit and are not designed for continuous employee occupancy. The manual covers all elements of a good program, including hazard identification, hazard control, the permit system, employee information, prevention of unauthorized entry, employee training, equipment, emergency procedures, protection from external hazards, duty to other employers, the in-house rescue team, and the outside rescue team.
  6. Electric Power Generation, Transmission and Distribution. This standard applies to power generation plants, transmission and distribution lines and equipment, substations, line clearance tree trimming, and electrical testing facilities. The manual lists things the utility must do for minimum compliance, as well as suggestions for things utilities should do and can do. It includes many decision flow charts to help determine applicability, as well as a variety of forms for record keeping, an audit checklist, facility/equipment inspection form and guide to developing standard operating procedures.
